Moutalleb Chabouk was born in 1959 in a well-respected family in Bookan. His father Ali and his mother Ayeshe were loved by the community and they were known to be supporters of the Kurdish struggle for independence. Moutalleb finished high school in his hometown and then moved to Mahabad to study at Daneshsara (teachers college). After the 1979 revolution Moutalleb joined the struggle for Kurdish rights in the region.

After the attack on Bookan by the government soldiers he found himself forced to move back to his hometown. Moutalleb was arrested on 28/06/1358 Iranian Calendar (September 19. 1979) and he was executed on the same day. It is believed he was executed in such a rush to create fear amongst the civilian population in the city. This tactic is still being used against Kurdish population.

Moutalleb was buried the following day on September 20. 1979. On his funeral a huge crowd gathered to support his family and pay respect to this young man.
